A fresh legal confrontation is emerging in Goa over plans by Delta Corp to deploy a 112-meter offshore casino vessel on the Mandovi River. Activists, local residents and legal experts are preparing a writ petition to challenge the permits granted for the ship’s operations, citing environmental and regulatory concerns. The petition is expected to be filed before the Bombay High Court. Critics argue that the Mandovi River is already burdened by multiple casino vessels and warn of ecological strain, while supporters view offshore gaming as a critical revenue driver for the state’s economy.

Panaji Mayor Rohit Monserrate has clarified that the Corporation of the City of Panaji (CCP) lacks the legal authority to regulate or prohibit offshore casino vessels operating in the Mandovi River, despite mounting public opposition to a proposed new entrant. While stating that he is personally not in favour of casinos, the mayor emphasized that jurisdiction over licensing and river-based operations does not rest with the municipal body. Residents had urged the corporation to adopt a resolution opposing the docking of another casino vessel.
